Here are a few noteworthy global EHS regulatory changes from March 2020. We cover EHS legislation and standards for over 90 countries and 200 jurisdictions. Canada – British Columbia

Amended document – Pipeline Regulation
Amending document – Pipeline Regulation 2020-03-10 Amendments

First effective date – 2020-03-09
Industry – oil and gas

A change to this document has been announced. The effect of the changes is notably to (1) extend the use of the standard CSA Z662 to CSA Z662 and its Annex A; (2) modify the documents a pipeline permit holder must submit after the completion of the construction of a pipeline; (3) ensure the right of way is unobstructed after the pipeline is constructed; (3) specify that a permit holder has to prepare a pipeline integrity management program for the construction, operation, repair, or abandonment of a pipeline that complies with CSA Z662; (4) modify the requirement to be part of BC One Call to construct, operate, maintain, repair, deactivate or abandon an approved pipeline; and (5) modify the requirements for the deactivation or the reactivation of a pipeline. Canada – Nova Scotia

Amended document – Contaminated Sites Regulations
Amending document – Contaminated Sites Regulations 2020-03-13 Amendments

First effective date – 2020-03-03
Industry – general

A change to this document has been announced. The effect of the changes is notably to (1) require confirmation that a copy of the written notice, record of site condition or declaration of property condition has been provided to persons affected; (2) modify who must sign the record of site condition; and (3) modify who must sign the declaration of property condition. Denmark

Amended document – Executive Order of the Environmental Protection Act
Amending document – Amendment of the Environmental Protection Act and the Packaging Tax Act

First effective date – 2020-07-01
Industry – general, office spaces, building management and maintenance

A change to this document has been announced. The effect of the change is notably to add provisions related to plastic and other bags at points of sale for goods or products. France

New Principal document – Decree of December 9, 2019 made pursuant to article R. 515-118 of the Environment Code

First effective date – 2020-01-12
Industry – general, office spaces, building management and maintenance

This legislation sets out a list of collective security measures to be carried out by certain operators of industrial platforms in order to ensure health and safety at work, environmental protection and the right to information.

Amended document – Environmental Code Articles L541-11 to L541-39: Prevention and Waste Management
Amending document – Law n ° 2020-105 of 10 February 2020 relating to the fight against waste and the circular economy

First effective date – 2020-01-01
Industry – general, office spaces, building management and maintenance

A change to this document has been announced. The effect of the change is notably to: require food operators to set up a waste of food prevention plan; prohibit the use of certain packaging for food products and the use of certain plastic products; and create a national “anti-food waste” label. It also requires producers, importers and distributors of new non-food products to donate essential products to certain associations. In addition, it modifies various requirements for underground waste storage; the producer or the holder of waste and operators of waste treatment facilities. Poland

New Principal document –  Regulation of the Minister of Maritime Economy and Inland Navigation of December 18, 2019 regarding the procedure for inspecting the working and living conditions of fishermen on a fishing vessel

First effective date – 2020-01-23
Industry – fishing, hunting and trapping

This legislation sets out inspection procedures for fishing vessels respecting the work and living conditions of fishermen, as well as the rights and duties of the captain and the master of the ship during these procedures.

South Africa

New Principal document – Mine Health and Safety Act: Guideline for compilation of a mandatory code of practice for prevention of flammable gas and coal dust explosions in collieries

Industry – mining and minerals, oil and gas

This legislation notably contains mandatory guidelines to assist employers of coal mines to set up a code of practice for reducing the risk of ignitions of flammable gas, as well as ensuring the inertisation of coal dust to prevent the ignition and/or propagation of a coal dust explosion.
