National Development and Reform Commission: Notice on Issuing the “Plan for Improving the Dual Control System of Energy Consumption Intensity and Total Quantity”
During the “13th Five-Year Plan” period, China established a dual control system for energy consumption intensity and total energy consumption (dual energy consumption control). Energy targets were broken down and deployed to provinces followed by target achievement evaluation. However, the economic development of various regions have changed, and the progress of the total energy consumption goal became differentiated. Some regions with rapid economic growth and high development quality were difficult to achieve their assigned energy consumption target. According to President Xi Jinping, the plan put forward five measures to increase the flexibility of total energy consumption management, i.e. centralized energy consumption coordination for major national projects; strictly control high-energy-consumption and high-emission projects; encourage local governments to increase renewable energy consumption and beyond their energy consumption intensity reduction targets; promote market-based trading of energy consumption indicators.
To implement the energy consumption dual control system, the Plan proposed to establish or improve the following approaches:
· Adopt local energy usage forecast management, to optimize the allocation of energy resources, and give priority to residents’ lives as well as modern service, high-tech and advanced manufacturing industries or projects;
· Strictly implement the energy-saving review system, further strengthen the energy-saving review system implementation at regional level, delay or restrict the approval of high-energy consuming projects in the regions where energy consumption intensity targets were not progressed as scheduled, apply the energy consumption quota reduction scheme to new projects with high-energy consumption, and effectively strengthen the supervision during and after the energy-saving review;
· Improve the performance evaluation on energy consumption dual control system.
The Plan serves as an important institutional document to guide energy conservation and consumption reduction work and promote high-quality development in near future. It plays great significant role to bring restrain of energy consumption indicators into play in various regions and departments. The principle of energy consumption dual control system is to strictly control the intensity of energy consumption, reasonably limit the total energy consumption, and appropriately increase the flexibility of management. According to the “Barometer of the Completion of the Dual Control Target of Energy Consumption in the First Half of 2021” issued by the General Office of the National Development and Reform Commission in August, several provinces, e.g. Qinghai, Ningxia, Guangxi, Guangdong, Fujian, Xinjiang, Yunnan, have increased its energy consumption intensity instead in the first half of the year, as such they will be subject to more stringent energy consumption constraints in the late half of 2021. These provinces have started to apply more intensive control over key industries with high energy consumption, which implies more frequent power restriction and production suspension in these provinces is anticipated.

Ministry of Ecology and Environment: Notice on Strengthening the Identification of Hazardous Wastes
For solid wastes that require identification of hazardous wastes as specified in the notice, the waste-producing entity may entrust a third party to identify hazardous wastes or conduct the identification on its own. The hazardous waste identification entity shall meet the requirements of professional technical ability, inspection and testing ability in accordance with the “Management Requirements for Hazardous Waste Identification Entity” attached in Annex 1.
The notice specifies the hazardous waste identification process and application of identification results, as well as requirements for the preparation of hazardous waste identification reports. If the relevant content of solid waste declaration and hazardous waste management plan is inconsistent with the identification conclusion, the entity that generates solid waste shall make changes based on the identification conclusion in time; If the type or discharge volume of the pollutant increase according to the identification conclusion, the entity shall reapply for the Pollutant Discharge Permit according to the law.

本版清单拟收录6种固体废物：热镀锌浮渣和底渣、废水基钻井泥浆、铝电极箔生产过程产生的废水处理污泥、风电叶片切割边角料废物、来自废纸造浆车间中的浮选工序脱墨渣、以及聚丙烯、聚乙烯、聚苯乙烯、聚氯乙烯、ABS 树脂、PET 聚酯、工程塑料PBT等七类树脂生产过程产生的废料。
In order to focus the supervision on high-risk hazardous wastes, efficiently utilize the management resource, reduce management costs, and accomplish the maximum control of environmental risks under the existing management capacity, the list of hazardous waste excluded from management is formulated.
This list intends to include 6 kinds of solid wastes: hot-dip galvanizing scum and bottom dross, wastewater-based drilling mud, wastewater treatment sludge generated during the production of aluminum electrode foil, waste from cutting leftover materials of wind turbine blades, and deinking slag from flotation process in the waste paper pulping workshop, as well as the waste from the production of seven types of resins, including polypropylene, polyethylene, polystyrene, polyvinyl chloride, ABS resin, PET polyester, and engineering plastics PBT.
Notice on Publicly Soliciting Opinions on Four Standards Including the “Standard for Pollution Control on Hazardous Waste Storage (Draft for Consultation)”
其中，《危险废物贮存污染控制标准》为二次征求意见稿。本次修订细化了危险废物贮存设施的分类，将危险废物贮存设施分为贮存库、贮存场、贮存池、贮存罐区和临时（少量）贮存点等 5 种形式，并根据贮存设施适宜贮存危险废物的类型梳理相应的污染控制要求。
The notice issued 4 Consultation Paper of Environmental Technical Standards related to hazardous waste.
Among them, the “Standard for Pollution Control on Hazardous Waste Storage” is the second Consultation Paper. This revision refines the classification of hazardous waste storage facilities, and categorize the hazardous waste storage facilities into five types: storage warehouses, storage yards, storage pools, storage tank farm, and temporary (small amount) storage area. The corresponding pollution control requirements are defined according to the type of hazardous waste storage.
The “Technical Specification for Identification Signs Setting of Hazardous Waste” stipulates the classification graphics, format and usage methods of hazardous waste identification signs. The specification is applicable to hazardous waste (excluding medical waste) containers and packaging, and the environmental protection identification signs used in facilities and places for the collection, storage, utilization, and disposal of hazardous waste.
The “Technical Specification for Environmental Management Plans and Records of Hazardous Waste Generator” stipulates the overall requirements for hazardous waste generating entities to formulate hazardous waste management plans and management ledgers, as well as the filling requirements of hazardous waste management plans, the recording requirements of hazardous waste management ledgers, and the reporting requirements for the implementation of hazardous waste declaration.
National Development and Reform Commission: Announcement on Publicly Soliciting Opinions and Suggestions on the Revision of the “Circular Economy Promotion Law of the People’s Republic of China”
The Announcement publicly solicits opinions and suggestions on the revision of the “Circular Economy Promotion Law of the People’s Republic of China,” and issued an outline for soliciting opinions.
The outline lists contents that need to be emphatically specified, including the extended producer responsibility, green design, circular development of Industrial Park, construction of recycling system of waste materials (waste electronic products, photovoltaic modules, automobiles and parts, waste plastics, etc.), resource regeneration and recycling, etc.
Ministry of Industry and Information Technology: Notice on Publicly Soliciting Opinions on 197 Carbon Peak Related Industrial Standard Projects Including the “Technical Specifications for Carbon Emission Verification of the Petroleum and Chemical Industry”
The 197 standards listed in this industrial standard development/ revision plan cover 10 industries including chemical, petrochemical, iron and steel, nonferrous metals, building materials, rare earth, light industry, textiles, electronics and communications industries. The standards put emphasis on energy conservation and comprehensive utilization and focus on the carbon peaking. The standards cover all processes of carbon emission management.

Guangdong Province: Notice on Forwarding the Notice of the Ministry of Ecology and Environment on Accelerating the Resolution of Current Prominent Issues in the Treatment of Volatile Organic Compounds
In accordance with the “Requirements for the Investigation and Remediation of Prominent Issues in the Treatment of Volatile Organic Compounds” issued by the Ministry of Ecology and Environment, Guangdong Province requires local and municipal ecology and environment departments to organize enterprises in the “List of Key VOCs Enterprises in Guangdong Province (2021 Edition)” and key management enterprises of pollutant discharge permit to complete self-investigations by the end of December 2021. Full coverage inspections will be carried out on industrial enterprises (excluding gas stations and oil and gas storage enterprises) and key management enterprises of pollutant discharge permit in the 2021 List, and the remediation work shall be basically completed by the end of October 2022.
The Notice also requires accelerating the implementation of the “Notice on Carrying Out Performance Grading Management of Enterprises Involving Volatile Organic Compounds”, and urges facilities rated as Grade C and B to formulate a management manual for key VOCs supervised enterprises in accordance with the “Requirements for the Investigation and Rectification of Prominent Issues in the Treatment of Volatile Organic Compounds”, so as to accomplish transformation and upgrading as soon as possible. Moreover, the Notice requires strengthening of supervision and inspection on the implementation of the latest national VOCs content limit standards for coatings, inks, adhesives and cleaning agents, as well as a severe cracking down on the illegal acts of production and use that do not meet the standard limit requirements.
Shanghai Municipality: Notice on Accelerating the Resolution of Prominent Issues in the Treatment of Volatile Organic Compounds
On the basis of the “Notice on Accelerating the Resolution of Current Prominent Issues of Volatile Organic Compounds” issued by the Ministry of Ecology and Environment, Shanghai proposed to organize and carry out the tackling action of ozone pollution in summer in combination with the ongoing VOCs control 2.0 work, and conduct special inspection on the operation of storage tanks, LDARs and treatment facilities in VOCs 2.0 enterprises.
The notice requires that facilities shall be organized to complete self-investigations by the end of October 2021.Inspections and random tests shall be organized on the basis of the facilities self-inspection, which shall cover all the facilities subject to key pollutant discharge permit management; In response to the problems identified, the facilities should take immediate actions if possible, all facilities shall complete the rectification by the end of June 2022.
Tianjin Municipality: Regulations of Tianjin Municipality on Fire Fighting and Prevention
The original version of the Regulations was issued in 2009. The new Regulations is the first revision to the Regulations in the past 12 years. This is also the third Administrative Region in Provincial and Municipal Levels that has incorporated the Fire Protection of Internet of Things (IoT) into local laws after Shanghai and Hainan Municipality, reflecting that the value of the Fire Protection IoT is recognized by more and more cities.
Articles 14, 21, and 22 of the Regulations mentioned three times about the construction of the Fire Protection IoT. It is required that “entities equipped with fire-fighting facilities such as automatic fire alarm systems, fixed fire-extinguishing systems, and smoke prevention and exhaust systems shall set up IoT systems for fire-fighting facilities in accordance with relevant regulations”. The regulations also emphasizes that the installation of the Fire Protection IoT is a duty that key entities should perform. In addition, the new regulations imposes requirements on high fire risk entities to be insured in fire insurance, conduct regular fire safety assessment and disclose the assessment result to the public.
