According to the government, previously-announced changes that are part of a suite of amendments to rules governing resource extraction projects in the Atlantic Ocean are coming into force. According to the government, changes notably:
- establish that the Nova Scotia Offshore Petroleum Board is “the regulating bod[y] for offshore renewable energy projects,” and update the board’s names to reflect the change;
- “establish a land tenure regime for the issuance of submerged land licences to carry out offshore renewable energy projects, as well as the revenues regime associated with those licences and projects;”
- “expand the application of the safety and environmental protection regime and its enforcement powers to include offshore renewable energy projects;”
- “provide that the Governor in Council may make regulations to prohibit the commencement or continuation of petroleum resource or renewable energy activities, or the issuance of interests, in respect of any portion of the offshore area that is located in an area that has been or may be identified as an area for environmental or wildlife conservation or protection;”
- “establish the regulatory and liability regime for abandoned facilities relating to petroleum-related works or activities or offshore renewable energy projects;”
- “expand the application of the occupational health and safety regime to offshore renewable energy projects;”
- “allow new methods to demonstrate the existence of significant hydrocarbon accumulations in a geological feature and limit the duration of future significant discovery licences to 25 years;” and
- “establish a new transboundary hydrocarbon management regime to regulate fields or pools that straddle domestic and international administrative boundaries, enabling the implementation of the Canada-France transboundary fields agreement”.

- specifies that highly toxic pesticides are generally banned in private and public outdoor spaces, but licensed professionals can use them specifically for controlling certain rodents (rats, water voles, and moles);
- clarifies that only low-risk plant protection products that are approved for use in certain areas according to the label text or instructions for use may be used in recreational grassland areas with public access; and
- updates the relevant fees and payment requirements.

It replaces the previous Executive Order on waste. The new document notably:
- updates certain definitions, such as defining the waste loaded (“Affaldslæs”) as the waste delivered to a waste treatment facility by vehicle and updating the scope of the definition of “packaging” to include extended producer responsibility and waste management;
- updates the waste classification;<li>updates the rules for determining a ship as waste;
- introduces requirements for waste reception control at waste incineration facilities;
- removes the explicit deadline by which waste-producing companies had to implement certain sorting and labelling requirements;
- requires waste-producing companies to use clear plastic bags when delivering packaged commercial waste to be incinerated in waste incineration plants as of July 1, 2025;
- requires waste-producing companies to sort out asbestos-containing waste from their construction and demolition waste; and
- specifies certain waste fractions that cannot be exempted from the requirement to be sorted on-site.

It replaces The Swedish Civil Contingencies Agency regulations on the transport of dangerous goods by road and in terrain. According to the Swedish Civil Contingencies Agency, “the regulations mainly introduce changes to the international provisions in Annex A […] One of the biggest innovations [in this document] is that regulations are being introduced so that electric vehicles, hybrid vehicles and hydrogen vehicles can be approved as authorized tank (AT) vehicles and flammable liquid (FL) vehicles and thus used for tank transport. Certain changes have also been made to the provisions that only apply to national transport, Annex S. In particular, mention can be made of changes to Chapter 13.1 of [this document] concerning ‘Transport between industrial or airport areas’ and that a new chapter is introduced through 21.7 ‘Flammability of shock-absorbing materials’.”

New Principal Document – The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024

This document applies to producers of packaging in the UK. It establishes requirements for packaging producers, including registration, data reporting, recycling obligations, and payment of fees to cover disposal costs. It also regulates compliance schemes, reprocessors, and exporters of packaging waste.*
It replaces The Producer Responsibility Obligations (Packaging Waste) Regulations 2007. The new document, according to the Government of the United Kingdom, introduces extensive changes with regard to the producer’s responsibilities, such as:
- placing “new requirements on reprocessors who recycle packaging waste at reprocessing sites in the UK, and exporters who export packaging waste to be recycled at overseas reprocessing sites, to register with a regulator (the Environment Agency, Natural Resources Wales, the Department of Agriculture, Environment and Rural Affairs of Northern Ireland or the Scottish Environment Protection Agency) and submit data on a regular basis in relation to that waste”;
- requiring accredited reprocessors and exporters to report data monthly instead of quarterly;
- placing the “responsibility for the costs of managing household packaging on the producers who use and supply this packaging”;
- requiring “producers to assess packaging to determine its recyclability”;
- updating “the definition of producers and the obligations on producers”;
- removing “the principle of shared responsibility (where costs are shared throughout the supply chain, rather than sitting with a single producer)”, so that the responsibility falls to a single producer;
- updating the relevant administrative rules, such as setting up the Scheme Administrator and changing the duties of the environmental regulators; and
- introducing specific reporting requirements for both large producers and small producers.
