Canada – Quebec

New Principal document – Ordering of measures to protect the health of the population amid the COVID-19 pandemic situation

This order prohibits any person from requiring that someone install or use the Health Canada’s COVID Alert application or disclose the information it contains, or from advantaging or disadvantaging someone on these grounds.

United States – New York

New Principal document – NYCRR Part 6-IV-I-494 Hydrofluorocarbon Standards and Reporting

First effective date – 2020-10-24

This Part establishes prohibitions on certain hydrofluorocarbon (HFC) substances in certain end-uses. These prohibitions include the sale, installation, and commercial use of certain refrigerants in new or retrofitted food refrigeration equipment, large air-conditioning equipment (or chillers), and vending machines as well as prohibitions on substances used in foams and as aerosol propellants in new consumer products. This Part also includes administrative and record-keeping requirements for manufacturers of the affected products.

Russia

New Principal Document – Fire safety rules in the Russian Federation

First effective date – 2021-01-01

This legislation notably sets out fire safety requirements for the maintenance of territories, buildings, structures, and premises in order to ensure fire safety. It notably contains requirements for: training and operating fire brigades; smoking prohibition in certain buildings and facilities; using non-combustible materials; maintaining external fire escapes and ladders intended for the evacuation of people from buildings as well as other equipment; electrical safety; and the storage of oils, varnishes, paints and other flammable and combustible liquids.

India

Netherlands

New Principal document – Decree for extended producer responsibility scheme

This legislation sets out an extended producer responsibility scheme for person placing substances, mixtures or products on the market. Operators (including producers and importers) are notably responsible for the management of waste left over from those substances, mixtures or products, and are required to ensure waste collection.

New Principal document – Decree-Law No. 79-A / 2020 Establishes an exceptional and transitional regime for reorganizing work and minimizing the risks of transmission of COVID-19 disease infection in the context of industrial relations

First effective date – 2020-10-02

This legislation lays down temporary occupational health measures to mitigate the risks of COVID-19 disease transmission.
