This regulation sets out the regulatory scheme applying to activities on the basis of their environmental impact. It notably establishes the basic principles for the authorisation of activities, specifies the activities that are covered by an environmental impact assessment and review procedure, the activities that are generally exempted and the activities eligible for a declaration of compliance, and sets out the requirements for the different activities. It also specifies the content to include in an application for authorisation depending on the activity, the way to amend, renew, transfer, suspend or revoke an authorisation, and the information to include in a declaration of antecedents or a declaration of compliance. It provides for the cessation of an authorised activity and sets out recordkeeping requirements.

The effect of the change is to revise the requirements for cranes and derricks in construction to provide specific exemptions and clarifications with regard to the application of the requirements to cranes and derricks used for railroad roadway work. New Principal document – IAC Part 35-204 Prevention of Significant Deterioration

This Part sets out requirements pertaining to the Prevention of Significant Deterioration (PSD) permitting program. New Source Review requires that geographic areas be designated as in attainment or nonattainment based on National Ambient Air Quality Standards (NAAQS), which are based on air quality for the criteria pollutants ozone, carbon monoxide, sulfur dioxide, particulate matter (PM10 and PM2.5), lead, and nitrogen dioxide, on a pollutant-by-pollutant basis. The PSD program applies in all areas where one or more of these criteria pollutants are within attainment levels. Any new major source of air pollution in an area that meets NAAQS must obtain a PSD permit. An existing major source must obtain a PSD permit when a physical or operational change results in significant new emissions. Smaller sources and non-major modifications at major sources may be required to obtain PSD permits under certain circumstances.

New Principal Document – Commission Implementing Regulation (EU) 2020/1207 of 19 August 2020 laying down rules for the application of Regulation (EU) 2017/745 of the European Parliament and of the Council as regards common specifications for the reprocessing of single-use devices

This legislation lays down provisions for the reprocessing of single-use devices, notably those used by health institutions. It applies to external reprocessors or health institutions that carried out such reprocessing.

New Principal document – Royal Decree 586/2020, of June 23, regarding mandatory information in the event of a nuclear or radiological emergency.
First effective date – 2020-06-25

This legislation sets out procedures for the information and protection of persons and workers that may be affected by a nuclear or radiological emergency. Directors of the corresponding external response level plans, owners of nuclear power plants or centers with significant radiological risks are notably required to provide and update information about: radioactivity and its effects on humans and the environment; the emergency situation that has occurred; as well as protection instructions (such as restrictions of the consumption of certain foods and water that may be contaminated; basic hygiene and decontamination standards; and distribution and use of protective substances.)
