Canada – Federal
New Principal document – Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, No. 4
First effective date – 2020-07-25
Industry – Air Transportation
This order contains requirements for certain air operators operating passenger flights departing from an aerodrome in Canada or operating flights to Canada departing from an aerodrome outside Canada, and for screening authorities operating at certain aerodromes. It notably contains requirements respecting the notification of passengers, health checks, temperature screening, the possession and the use of facemasks, passenger screening and observation, deplanning, and record keeping. It also prohibits air operators from allowing certain persons to board an aircraft when they are suspected of having the COVID-19 or when not wearing a facemask. It also prohibits air operators from allowing foreign nationals to board a flight to Canada in certain circumstances.
New Principal document – Notice with respect to temporary possession of migratory bird carcasses
First effective date – 2020-08-22

This document allows people to temporarily be in possession of found dead migratory birds to allow for swift delivery of such birds to provincial or territorial authorities for analysis.
Canada – British Columbia

A change to this document has been announced. The effect of the changes is notably to (1) require owners, managers, permittees, supervisors and employees to take all reasonable measures to ensure compliance with mining permits; (2) require owners to “carry out reclamation in accordance with the regulations, code, permit, and orders issued under this Act”; and (3) make it an offence to contravene a condition of a permit. Amending document – Streamlining Procedures for Permit Appeals
First effective date – 2020-09-21

Some changes to these documents have been announced. The change is part of a suite of amendments that modernize the Environmental Protection Agency’s (EPA) permit appeal process. It applies to persons and entities that seek to challenge EPA permitting decisions under the National Pollutant Discharge Elimination System program of the Clean Water Act, the Safe Drinking Water Act’s Underground Injection Control program, and the Resources Conservation and Recovery Act, including certain Remedial Action Plans. It also applies to persons or entities that seek to challenge the following EPA permitting decisions under the Clean Air Act: Prevention of Significant Deterioration permits, Outer Continental Shelf permits, Title V permits, Tribal Major Non-Attainment New Source Review (NSR) permits, and Tribal Minor NSR permits. A change to this document has been announced. The effect of the change is to add provisions for reducing exposure to several per- and polyfluoroalkyl substances in drinking water. The new provisions include establishment of drinking water standards, sampling requirements, public notification requirements, and laboratory certification criteria. This legislation lays down requirements and technical specifications for owners or users of certain buildings or warehouses with combustible dust or explosive atmospheres. It notably contains requirements for dust separation plant, heating, ventilation, fire extinguishers, evacuation, and requires to obtain the approval of the competent municipal authority.
